I am a artist, having mastered through self-teaching and extensive practice. However, as I do not possess a formal degree in the field of art, I would like to inquire about my eligibility for the open call.
Unfortunately, we cannot comment on the eligibility of an individual artist. We have not defined specific criteria for who is a professional artist. If you feel that the open call is for you, I encourage you to apply.
The open call is for visual artists from all over the world. In the selection process there will be an emphasis on finding international artists to participate in the project. However Finnish artists who live in Finland or abroad are also welcome to apply.
What budget can you guarantee for artists who participate with a performance piece? Is there an expected duration for performances? Can you give more presice information on the locations where performace pieces could be held?
In our international open call, the artist who is applying is asked to make a budget estimate for the proposed artwork. Each applicant is expected to make a budget draft, regardless of what kind of artwork it is.(i.e sculpture, sound art, performance or other kinds of work.) The applicant is to give an estimate of what the artist fee for the artwork is. The budget proposed by the artist will be later negotiated in more detail if the application get selected for production.
The works are presented outdoors in urban city areas. The art area is composed of seven city neighborhoods along the Oulujoki estuary. These neighborhoods have different characteristics and suitable locations for artworks. We will help artists with finding the specific suitable location for the artworks, if the artwork gets selected for production. There is no estimate for the length of performance pieces that we can give beforehand. It is up to the artist to propose the duration for the artwork/performace.
I have a question about the PDF submission. The max file size is 4mb for applications. How will the submissions be viewed? Will they be viewed on a screen or printed for viewing? 4mb is quite small when considering image files, and I'm a bit concerned about that.
The applications will be viewed on screen. The compression size 4mb is standard procedure when sending pdf-applications via email. The image quality is the same for every applicant. You need not worry about the compression issue, as the curators are looking at the application as a whole, and won’t be zooming in on image quality.
My artwork has participatory phases. Could I submit such artworks?

I want to hire student assistants to take care of my artwork. How much should the fee be?
Yes, you can submit works that engage the public or have participatory phases. If your artwork is selected, we at ARToulu have the possibility to invite for example local school groups to participate in the work. We can help with finding locations for artworks in Oulu, and we understand that international artists might not have local knowledge to propose suitable locations. We can not give you an estimate of how much you should pay for additional work done by someone else regarding your work. In your budget draft you should estimate how much you would pay for additional work. The correct sum can be negotiated later if you piece is selected for production.
